Founded in 2015, Silicon Transportation Consultants LLC (STC) is committed to providing exceptional consulting services to transportation agencies with a philosophy of offering innovative, yet pragmatic solutions. STC provides expert advice on congestion pricing, tolling and payments systems, and interoperability. STC also advises on other transportation technologies, including services such as technology research, strategic planning, evaluation, implementation and operations support. The STC team has wide experience with transportation technologies ranging across asset management, roadside assistance, roadway information, managed lanes, network infrastructure, and back office systems. We support transportation agencies from initial concept all the way through on-going operations.
PATRICK VU
Mr. Vu has been in the transportation industry for over 20 years and is experienced in planning, designing, environmental permitting, constructing, and operating roadways and priced managed lanes facilities. Mr. Vu has extensive experience in tolling strategies and concept development, toll system design, traffic and revenue study oversight, toll system procurement, toll operations, and enforcement.
Until forming Silicon Transportation Consulting in 2015, Mr. Vu worked at Traffic Technologies Inc. as a Senior Consultant managing toll projects in California. As the agency’s engineer-in-charge at the Georgia State Road and Tollway Authority (SRTA), Mr. Vu was responsible for development of tolling and transportation financing opportunities in Georgia. This included being the USDOT Congestion Reduction Demonstration project manager for the I-85 Express Lanes program. Mr. Vu is a graduate of the University of Washington with a Bachelors and Masters of Science in Civil Engineering and holds a Professional Engineer’s License in the State of Rhode Island. Mr. Vu was awarded ENR California’s Top Young Professionals in 2018.
RANDY VIELLENAVE
Mr. Viellenave has delivered successful tolling implementations and maintenance programs for more than 23 years. As the TransCore Installation and Maintenance Manager for the West Region and as Operations Manager for the Mid-Atlantic Region, Mr. Viellenave managed up to10 concurrent projects with a staff of 34. Mr. Viellenave’s decades of experience as a toll integrator positions him to give clients expert advice on many aspects of toll systems including design, documentation, testing, training, installation and maintenance. Although Mr. Viellenave specializes in roadside systems and communications networks from the smallest component to the whole system, he has overseen teams delivering a wide variety of on-time projects such as software upgrades, customer service center installations and airport ground transportation management systems.
DAVID POPE
Mr. Pope has over 25 years of experience in planning for, implementing and overseeing transportation technology including congestion and value pricing, and toll lane and back office systems. Mr. Pope has extensive experience in managed lanes from planning and development through operations. He is an expert in interoperability from his year’s serving on IBTTA’s National Interoperability Steering Committee as well as working for the Bay Area Toll Authority (BATA) and the Washington State Department of Transportation (WSDOT) supporting their move towards regional and national toll interoperability. As the systems manager for the WSDOT, Mr. Pope planned and managed several toll system implementations, including complete specification, design and implementation for the Tacoma Narrows Bridge, and systems for SR 167 HOT lanes, SR 520 Bridge and the statewide back office, and I-405 Express Toll Lanes.
JEF NAZARENO
Mr. Nazareno has over 20 years of experience in the transit and transportation industries. An experienced public and private sector program manager, he has deployed and operated both single point and multi-point tolling systems. He leads system design and procurement projects for the development and deployment of new toll systems, including all phases of governance, planning, procurement, and operations and maintenance. This work has recently included leading the effort to secure tolling authority from the California Transportation Commission for a newly formed toll operator in the State. Previously, Mr. Nazareno led automatic fare collection technical implementations, ensuring system functionality and upgrades. In addition, he managed several transit projects throughout California and internationally, including fare collection systems in Los Angeles, Washington, D.C. and the San Francisco Bay Area.
MOHAMMAD MIR
Mr. Mir has over eight years of engineering experience that includes preparation of preliminary and final design documents for major state highway projects, including multiple express lanes projects in the Bay Area. He is experienced with Caltrans standards, policies and procedures. He has experience in roadway geometric design, Caltrans permitting, cost estimating, sign design using MUTCD guidelines, pavement design, and assisting in the preparation of technical memos and reports. Before joining Silicon Transportation Consulting in 2018, Mr. Mir was a Transportation Engineer with HDR Engineering where he worked on the technical design, development, and delivery of project plans, specifications, and estimates for Express Lanes projects on I-80, I-680, and I-880. Mr. Mir is a graduate of San Jose State University with a Bachelors of Science in Civil Engineering and holds a Professional Engineer’s License in the State of California.
ROBERT KOPELK
Mr. Kopelk has over 10 years of experience in the transportation industry that includes traffic engineering, planning, highway operations, software and systems development, and construction management. Robert has extensive experience in toll and transportation technologies including procurement, concept of operations, cost estimation, system design, mobile app development, civil coordination, project controls, toll operations, and enforcement. In his previous role as the Toll Systems Development Manager for the Washington State Department of Transportation, he oversaw the successful delivery of the SR 99 tunnel toll system as well as toll projects on the I-405 and SR 167 express lanes corridors. At LA Metro, Robert managed toll system operations and maintenance contracts for the I-10/-110 express lanes. Robert holds a Bachelor’s Degree in Civil Engineering from the California State Polytechnic University, Pomona.
LAUREN STAFFORD
Mrs. Stafford is a Transportation Engineer with experience in developing project plans, reports, and studies for major transportation projects in California. She has gained essential experience in facility design, operational oversight, data-driven reporting, and policy formulation through various tolling system projects. Lauren's background in traffic engineering provides a perspective that is key for the optimization of express lane performance and design. Lauren’s experience has provided her with proficiency in using essential software tools, including Tableau, Power BI, Excel, Synchro, MicroStation, and AutoCAD. Her proficiency in these applications enhances her ability to deliver precise and efficient solutions in the realm of transportation engineering.
SARAH SMITH
Ms. Smith originally hails from Australia, where she has extensive experience as an Executive Assistant within the Technology and Mining sectors. Her background encompasses all aspects of business administration, including human resources, payroll, Accounts and Bookkeeping. She has previous toll experience working for the Roads & Maritime Authority (Sydney, Australia) working within the toll collection office, and as the Executive Assistant to the Chief Executive Officer of Transtoll Pty Ltd (Brisbane, Australia).
